Creates the Learning Recovery Emergency Fund in the State Treasury to receive appropriations for school districts, county offices of education, charter schools, and community college districts in response to the COVID-19 pandemic declared on March 4, 2020

Appropriates $7,936,000,000 from the General Fund for the Learning Recovery Emergency Block Grant, allocated to local educational agencies based on 2021–22 average daily attendance and unduplicated pupil percentage, for learning recovery initiatives through the 2027–28 school year

Authorizes use of K-12 funds for instructional time expansion, academic learning supports, tutoring, early literacy programs, mental health services, and supports to address barriers to learning, with interim expenditure reports due December 1, 2024 and 2027, and final reports by December 1, 2029

Appropriates $650,000,000 from the General Fund for the California Community College COVID-19 Recovery Block Grant, allocated to community college districts based on full-time equivalent students, for student supports, faculty grants, professional development, technology investments, and unpaid student fee discharge

Requires community college districts to report on part-time faculty health insurance provision by March 1, 2023 and 2026, and requires the Chancellor's Office to submit a statewide report on fund use by March 1, 2024
