SB 183 Summary

• Appropriates $1.428 billion for the Higher Education Student Housing Grant Program to construct affordable student housing at UC, CSU, and community colleges, plus $17.974 million for community college planning grants.

• Enacts the Cal Grant Reform Act, establishing new Cal Grant 2 and Cal Grant 4 programs for community college and four-year institution students based on income thresholds, operative only if funding is available in the 2024–25 fiscal year budget.

• Increases maximum grants under the California Dreamer Service Incentive Grant Program from $1,500 to $2,250 per semester and expands eligibility to Cal Grant A recipients who were eligible for Cal Grant B awards.

• Establishes the Hire UP Pilot Program providing stipends to formerly incarcerated individuals, CalWORKs recipients, and former foster youth attending community college certificate or degree programs.

• Creates multiple new programs including the Native American Student Support and Success Program ($30 million), California Community College Equitable Placement and Completion Grant Program ($64 million), and AANHPI Student Achievement Programs at community colleges and CSU.
