Allows winegrowers and brandy manufacturers to operate wine or brandy tasting activities and sales at up to 2 licensed branch premises, increased from the previous limit of 1 premise.

Establishes an application fee of $440 for new Duplicate Type 02 (winegrower) license applications.

Makes technical and clarifying changes to the definition of "licensed branch office" in the Alcoholic Beverage Control Act.

Broadens the definition of crimes related to violations of alcoholic beverage regulations, creating a state-mandated local program.

Exempts the state from reimbursing local agencies for costs since the mandate relates to crimes and infractions under Section 17556 of the Government Code.
