Establishes California Student Housing Revolving Loan Fund Act of 2022 to provide zero-interest loans to UC, CSU, and community colleges for affordable student and faculty/staff housing, with intent to appropriate $900 million in 2023–24 and $900 million in 2024–25.

Modifies Higher Education Student Housing Grant Program by adding $6 million additional allocation to CSU, Humboldt, revising application procedures, and adding reapplication status as a ranking measure for eligible projects.

Authorizes CSU and UC to utilize California Educational Facilities Authority provisions for housing projects under the new revolving loan fund and establishes worker protections requiring prevailing wages, skilled workforce requirements, and project labor agreements.

Expands community college part-time faculty health insurance program to include multidistrict part-time faculty with reimbursement for proportionate share of health insurance premiums, and allows additional funding to districts meeting specified criteria.

Amends NextUp foster youth program to allow enrollment until age 25 at first enrollment (not each year), deems eligible foster youth automatically eligible without additional requirements, and removes provision allowing income criteria waivers.

Increases Middle Class Scholarship minimum annual award to $90 for full-time enrollment and modifies Cal Grant appeal process to allow 2023–24 academic year appeals for institutions affected by acquisition of out-of-state institutions that have since closed.
