Appropriates $2.925 billion from the General Fund to supplement the Public Employees' Retirement Fund, allocated to state employee pension liabilities across miscellaneous, industrial, safety, and peace officer/firefighter member categories for fiscal year 2022–23.

Requires exclusive employee representatives have access to newly hired employees for 30-minute paid meetings at the worksite if employers have not conducted in-person orientations within 30 days, with employers required to provide meeting space within 7 calendar days; provision expires June 30, 2025.

Establishes the Women in Construction Priority Unit within the Department of Industrial Relations to coordinate support for women and nonbinary individuals in construction workforce, and requires an advisory committee by July 1, 2023.

Creates the Apprenticeship Innovation Funding Program and Youth Apprenticeship Grant Program to provide grants and support to apprenticeship programs, with focus on equity and serving underrepresented populations ages 16–24.

Establishes the Displaced Oil and Gas Worker Pilot Program administered by the Employment Development Department to award grants to organizations providing services to workers transitioning or displaced from oil, gas, and related industries; program repeals July 1, 2027.
