Approves memoranda of understanding agreements between the state and State Bargaining Units 1, 3, 4, 8, 11, 13, 14, 15, 16, 17, 19, 20, and 21, with provisions taking effect only if funds are specifically appropriated by the Legislature.

Allows the state employer or bargaining units to reopen negotiations if provisions requiring expenditures are not specifically appropriated, and permits provisions approved in non-budget legislation to take effect.

Adds State Bargaining Unit 13 to continuous appropriation provisions for fiscal years 2022–23, 2023–24, and 2024–25 to ensure compensation and benefits are paid even if the Budget Act is not enacted by July 1.

Adjusts retiree health care contribution percentages for State Bargaining Unit 13 employees and employer, effective the first pay period following ratification, with the goal of maintaining 50-percent cost sharing of actuarially determined normal costs commencing no sooner than July 1, 2022.

Appropriates $59,535,000 ($33,305,000 from General Fund, $18,729,000 from special funds, and $7,501,000 from nongovernmental cost funds) for state employee compensation for the covered bargaining units and non-bargaining employees.
