Requires the State Department of Education to apply to the Department of Motor Vehicles to sponsor a mental health awareness license plate program.

Establishes the Mental Health Awareness Fund in the State Treasury to receive revenue from additional fees on specialized license plates, after DMV administrative costs are deducted.

Dedicates Mental Health Awareness Fund revenue, upon legislative appropriation, to the State Department of Education for mental health services in public schools.

Requires license plate design to include mental health awareness artwork donated by California artists on the left side and a mental health awareness message such as "You Are Not Alone" below the numerical series.
