Requires concrete (C-8), HVAC (C-20), asbestos abatement (C-22), and tree service (D-49) contractors to obtain and maintain workers' compensation insurance even without employees, effective until January 1, 2026.

Authorizes the registrar to remove these four license classifications from active licenses after July 1, 2023 if proper workers' compensation insurance certification is not filed, with automatic license suspension if employees are found and coverage is lacking.

Exempts joint ventures organized under Section 7029 from workers' compensation insurance requirements if they file a certificate of exemption and have no employees.

Effective January 1, 2026, requires all licensed contractors regardless of classification to maintain workers' compensation insurance unless organized as a joint venture with a filed exemption certificate.

Requires workers' compensation insurers to report policy information and cancellations due to material misrepresentation to the registrar, with such reports kept confidential.
