Requires school district governing boards to adopt a policy specifying how parents and guardians can inspect written and audiovisual materials used in comprehensive sexual health education and HIV prevention education.

Materials must be made available at each schoolsite and publicly posted on the school district's internet website (or parent portal if copyright restrictions apply) within 30 days of adoption, but no later than 14 days before instruction begins.

Updates or changes to materials must be made available within 30 days of adoption, but no later than 14 days before instruction is given.

Materials from outside consultants or guest speakers contracted after January 1, 2022 must be made available within 30 days of contracting, but no later than 14 days before instruction; materials from contracts before that date must be available within 30 days of policy adoption.

Requires state reimbursement to local agencies and school districts for any costs the Commission on State Mandates determines are mandated by the state pursuant to Government Code Part 7.
