Repeals provisions for special transportation identification devices for motorcycles effective January 1, 2023, and establishes new identification requirements for competition motorcycles and all-terrain vehicles (ATVs) model year 2022 and newer used solely for competition.

Requires competition motorcycles and ATVs to have vehicle identification numbers (VIN) or product identification numbers (PIN) configured with specific eighth and tenth digits to qualify for competition identification, and mandates identification for operation on public lands.

Increases special fees for competition vehicles from $33 to $42 effective January 1, 2023, with proceeds deposited in the Off-Highway Vehicle Trust Fund after department implementation costs are deducted, to be used exclusively for Department of Parks and Recreation costs related to public lands activities.

Requires competition-identified motorcycles to display identification on the left side of the vehicle visible from the left side effective January 1, 2023, and mandates that competition vehicles be equipped with mufflers, spark arresters, and noise-limiting devices when operating on public lands.

Redefines "closed course" to include speedways, racetracks, and routes closed to public motor vehicle use for participant safety, and clarifies that competition vehicles are not exempt from emissions and safety requirements when operated on public lands.
