Requires the State Department of Education to provide up to $500,000,000 in grants annually for mental health services for all pupils, including those affected by COVID-19 school closures and distance learning.

Allocates grants to local educational agencies (school districts, county offices of education, and charter schools) on a per unit of average daily attendance basis using current data.

Requires each local educational agency receiving a grant to submit detailed spending reports to the department by August 31 each year, starting in 2024.

Requires the department to compile and submit annual reports to the Legislature by December 31 each year, starting in 2024, without including personally identifiable information.

Implementation is contingent upon legislative appropriation in the annual Budget Act, with funding allowed from any available state and federal sources.
