Establishes the Constituents of Emerging Concern in Drinking Water Program under the State Water Resources Control Board to assess and improve knowledge of emerging contaminants (CECs) in California drinking water.

Authorizes the deputy director to convene a Science Advisory Panel with at least 9 members from fields including public health, toxicology, water treatment engineering, and epidemiology to review CEC data and recommend regulatory priorities.

Creates the CEC Action Fund in the State Treasury to support program costs including research, analytical method development, monitoring, and financial assistance to small community water systems in disadvantaged communities that must comply with CEC monitoring requirements.

Requires the deputy director to post a public report three years after convening the panel documenting the panel's work and recommendations.

Makes all provisions contingent upon legislative appropriation of funds in the annual Budget Act or other statute.
