Establishes the Transition Aged Youth Housing Program to create housing for youth under 26 years old who are current or former foster youth, experiencing homelessness, or under court jurisdiction.

Creates the Transition Aged Youth Housing Fund within the State Treasury and authorizes the California Interagency Council on Homelessness to administer the program and award grants to local governments and nonprofits.

Requires grants be distributed as forgivable deferred loans with terms of 5-20 years depending on project type, with repayment deferred and ultimately forgiven if property remains used as emergency shelter, transitional housing, or permanent supportive housing for transition aged youth.

Requires at least 47.5 percent of funds be made available for projects serving current foster youth ages 18-21, with no more than 5 percent of funds used for program administration.

Mandates the council maintain public records on its website including number of applications received and denied, names of fund recipients, and number of new and converted housing units created through the program.
