State Board of Education must establish an approved list of evidence-based, culturally and linguistically appropriate dyslexia risk screening instruments by June 30, 2022.

Beginning in the 2022-23 school year, local educational agencies must annually screen all kindergarten through grade 2 pupils for dyslexia risk using approved instruments within 90 calendar days of the school year start, unless parents object in writing.

During the 2022-23 school year only, local educational agencies must also screen all grade 3 pupils to identify students at risk for dyslexia and those experiencing learning loss due to COVID-19.

Screening results must be provided to parents or guardians within 45 calendar days and must include information about Multi-Tiered System of Supports and California Dyslexia Guidelines.

Pupils identified as at-risk for dyslexia must receive appropriate instruction, progress monitoring, and early intervention in the regular general education program.
