Prohibits knowingly disposing of lithium-ion batteries in solid waste or recyclable materials containers unless the container is specifically designated for battery recycling.

Requires the Department of Forestry and Fire Protection to develop a model protocol by January 1, 2023, identifying best practices for detecting, safely handling, and suppressing fires from discarded lithium-ion batteries in collection vehicles, transfer stations, and disposal facilities.

Requires solid waste enterprises to adopt or update fire safety protocols by July 1, 2023, after consulting with county fire marshals, and provide necessary employee training for handling lithium-ion battery fires.

Requires the Department of Resources Recycling and Recovery to develop a guidance document by July 1, 2024, in consultation with the Department of Toxic Substances Control, to educate the public about proper lithium-ion battery disposal and fire risks.

Provides for state reimbursement to local agencies and school districts for costs mandated by the bill through existing statutory procedures.
