Health care service plans and health insurers cannot impose deductibles, copayments, coinsurance, or other cost-sharing requirements on coverage for abortion and abortion-related services (including preabortion and followup services) for policies issued, amended, renewed, or delivered on or after January 1, 2023.

Health care service plans and insurers are prohibited from imposing utilization management, utilization review, prior authorization, or annual/lifetime limits on coverage for outpatient abortion services.

Requirements apply to Medi-Cal managed care plans and their contracting providers, independent practice associations, preferred provider groups, and delegated entities that provide physician services or utilization management.

For high deductible health plans, cost-sharing prohibitions apply once the enrollee's deductible has been satisfied for the benefit year.

Department of Managed Health Care and Department of Insurance must adopt regulations implementing these requirements on or before January 1, 2026.
