Requires State Air Resources Board to establish greenhouse gas emission reduction targets for 2045 and 2050, and vehicle miles traveled reduction targets for 2035, 2045, and 2050 by December 31, 2024, in addition to existing 2020 and 2035 targets.

Changes metropolitan planning organization coordination with state board from "encouraged" to "required" to ensure technical methodology for estimating emissions and vehicle miles traveled operates accurately.

Requires metropolitan planning organizations to submit draft sustainable communities strategies to state board at least 90 days before adoption and respond to state board comments in final strategy.

Requires state board to complete review of submitted strategies within 120 business days and establishes criteria for rejecting strategies that fail to demonstrate achievement of reduction targets.

Requires cities, counties, and city-counties to biennially report to their metropolitan planning organization on housing units, jobs, and transit-supportive infrastructure within one-half mile of major transit stops and in priority growth areas.
