Prohibits courts from imposing costs relating to conditions of release on bail or own recognizance, including fees for conditions of release.

Requires courts to order return of money or property paid to bail bond licensees if charges are dismissed or no charges are filed within 60 days of arrest.

Allows bail bond licensees to retain a surcharge not exceeding 10 percent of amounts paid by arrestees to obtain bail.

Applies return of bail money provisions only to bail contracts entered into on or after January 1, 2023, with returns required within 30 days of court order.
