Prohibits officers, employees, operators, lessees, or licensees of the 32nd District Agricultural Association from contracting for, authorizing, or allowing the sale of firearms, firearm precursor parts, or ammunition at the OC Fair and Event Center in Costa Mesa, Orange County, or any successor properties.

Exempts gun buyback events held by law enforcement agencies, firearm sales by public administrators, public guardians, or public conservators in their official duties, sales under contracts entered before January 1, 2022, and ammunition purchases by law enforcement agencies for regular duties.

Establishes violation of this prohibition as a crime, making it a state-mandated local program.

Specifies that no state reimbursement is required because the costs incurred will be due to creating a new crime under Section 17556 of the Government Code.
