Modifies the Lower Los Angeles River Recreation and Park District's initial board of directors to have each of the Cities of Commerce, Downey, Montebello, and Pico Rivera appoint one member separately (instead of jointly appointing one member), and increases Los Angeles County Board of Supervisors appointments from 2 to 3 members.

Extends the deadline for establishing the Lower San Gabriel River Recreation and Park District from January 1, 2020, to January 1, 2024, by which a petition or resolution must be submitted to the Los Angeles County Local Agency Formation Commission.

Removes the City of Montebello's authority to appoint a member to the Lower San Gabriel River Recreation and Park District's initial board and authorizes the County Board of Supervisors to appoint two public members (instead of unspecified prior language) who must reside in the Lower San Gabriel River region.

Authorizes the initial board of directors of the Lower San Gabriel River Recreation and Park District to appoint one nonprofit organization representative serving the region as an additional public member.

Specifies that no state reimbursement is required because costs incurred by local agencies result from creating new crimes or infractions related to violations of district rules and ordinances.
