Natural Resources Agency must establish the Natural and Working Lands Climate Smart Strategy by July 1, 2023, in coordination with the California Environmental Protection Agency, State Air Resources Board, and Department of Food and Agriculture to advance the state's climate goals.

State Air Resources Board must establish carbon dioxide removal targets for 2030 and beyond as part of its scoping plan, considering the IPCC's 1.5 degrees Celsius report and California's carbon removal potential.

Natural Resources Agency must create and maintain the California Carbon Sequestration and Climate Resiliency Project Registry by July 1, 2023, to identify and list projects on natural and working lands seeking state or private funding.

Registry projects must achieve greenhouse gas reduction or carbon removal, include monitoring and reporting of carbon benefits, improve climate resilience, and be verified by a third-party accredited by the state board as real, verifiable, quantifiable, additional, and permanent.

Registry projects cannot create credits for state market-based compliance mechanisms or be used to offset statutory or regulatory emissions reduction obligations under the California Global Warming Solutions Act of 2006.
