Authorizes municipal wastewater agencies to enter into voluntary agreements with entities responsible for stormwater management to manage stormwater and dry weather runoff.

Permits municipal wastewater agencies to acquire, construct, expand, operate, and maintain facilities for diverting, treating, discharging, and reusing captured stormwater and dry weather runoff.

Allows municipal wastewater agencies to levy taxes, fees, and charges consistent with existing authority to fund stormwater projects undertaken under this chapter.

Requires municipal wastewater agencies entering into or amending agreements after January 1, 2022, to file copies with local agency formation commissions within 30 days, but exempts agreements from commission approval except as required by the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000.

Preserves existing water rights, water rights law, and all current programs, projects, and obligations for municipal wastewater agencies and stormwater dischargers.
