Requires local agencies with internet websites to email copies or website links to meeting agendas and agenda packets upon request, rather than only mailing physical copies.

If a local agency determines it is technologically infeasible to send documents or links electronically, the agency must mail a copy of the agenda or website link to the agenda and mail all other agenda packet documents.

Maintains existing provisions allowing legislative bodies to charge fees for mailing agendas or packets (not to exceed the cost of providing the service) and to provide materials in alternative formats for people with disabilities.

Declares that the bill furthers California's constitutional requirements for public access to local government meetings and writings of public officials.

Specifies that no state reimbursement is required because costs result from a legislative mandate within the scope of California's constitutional provisions on public access.
