Changes State Fire Marshal authority from "dispose of" to "manage" dangerous fireworks seized under Health and Safety Code Section 12726.

Requires seized fireworks identified as hazardous waste to comply with California and federal hazardous waste laws, be shipped only by registered hazardous waste transporters, and be treated or disposed of only at authorized facilities.

Permits management of seized fireworks only for specific purposes: law enforcement training, regulatory testing, CPSC recalls, hazardous waste disposal, bomb squad investigations, counterfeit investigations, criminal prosecution evidence, or arson unit activities.

Prohibits repurposing, transferring, or selling seized fireworks for retail sale.

Eliminates requirements for State Fire Marshal to acquire and operate statewide mobile dangerous fireworks destruction units.
