Requires Orange County Board of Education elections determined by plurality vote with no runoff to be consolidated with the statewide general election in November when consolidated with a statewide election.

Establishes that a special statute is necessary for Orange County Board of Education due to unique circumstances, preventing application of general law.

Requires reimbursement to local agencies and school districts under Government Code Part 7 if the Commission on State Mandates determines the bill contains state-mandated costs.
