SB 287 Summary

• Permits class C driver's license holders to operate vehicles towing trailers between 10,000 and 15,000 pounds gross vehicle weight rating for non-compensated, recreational purposes if the trailer uses a gooseneck hitch or fifth-wheel connection and the driver passes a specialized written examination.

• Allows class C licenseholders to tow fifth-wheel travel trailers between 10,000 and 15,000 pounds gross vehicle weight rating when towing is not for compensation and a specialized written examination is completed.

• Authorizes the Department of Motor Vehicles to issue a restricted class A driver's license for vehicles towing trailers exceeding 10,000 pounds gross vehicle weight rating if used exclusively for recreation and towing is not for compensation or commercial purposes.

• Makes provisions operative on January 1, 2027, with temporary provisions effective until that date to accommodate coordination with Assembly Bill 723.
