CA SB29

Requires county elections officials to mail ballots to all registered voters for any election proclaimed or conducted before January 1, 2022, with mailing to begin no later than 29 days before the election.

Mandates county elections officials use the Secretary of State's vote by mail ballot tracking system or an equivalent system that meets the same service standards for elections before January 1, 2022.

The ballot tracking system must provide voters with notifications including ballot delivery status, expected delivery date, receipt confirmation, counting status, and return deadline reminders via email or text message.

Excludes voters with inactive voter registration status from receiving vote by mail ballots, consistent with existing Elections Code interpretations.

Declares the act an urgency statute effective immediately upon approval on February 19, 2021.
