Allows holders of brewpub-restaurant licenses to exchange them for bona fide public eating place licenses with Department of Alcoholic Beverage Control approval, payment of $100 exchange fee, and compliance with original license issuance provisions.

Applies only to persons who have held a brewpub-restaurant license continuously since on or before December 31, 2019.

Requires exchanging licensees to pay the standard fee for a new permanent on-sale general eating place license under Section 23320.

Prohibits licenses issued under this section from being sold or transferred for more than the fee paid by the original exchanging licensee.

Allows the department to designate exchanged licenses as on-sale general licenses for special use, excluding them from the typical on-sale general license availability limits.
