State Department of Education must develop a local control and accountability plan (LCAP) portal by January 1, 2024, containing a database of LCAPs for all local educational agencies to enable comprehensive analysis of actions, expenditures, and progress on state priority metrics.

Department shall determine methods for local educational agencies (school districts, county offices of education, and charter schools) to transfer LCAP information to the state, consulting with local educational agencies to minimize additional work burden.

Beginning September 1, 2024, each local educational agency must annually transfer quantitative and nonquantitative data from their LCAPs and annual updates to the department using methods approved by the department.

Portal is designed to support continuous improvement, community engagement, and state oversight by identifying effective actions, enabling comparison across similar districts, and providing information on how supplemental and concentration grant funds are being used for low-income pupils, English learners, and foster youth.

Costs mandated by the state shall be reimbursed to local agencies and school districts pursuant to Part 7 of Division 4 of Title 2 of the Government Code.
