Ratifies the tribal-state gaming compact between the State of California and the Picayune Rancheria of Chukchansi Indians of California, executed on August 10, 2021, under the federal Indian Gaming Regulatory Act of 1988.

Exempts from California Environmental Quality Act (CEQA) review the execution of the compact, amendments to the compact, and intergovernmental agreements between the tribe and state or local agencies negotiated under the compact's authority.

Exempts from CEQA review the on-reservation impacts of compliance with the compact's terms in deference to tribal sovereignty.

Clarifies that the CEQA exemptions do not apply to cities, counties, state agencies, or local jurisdictions beyond those specifically addressed in the bill.

Takes effect immediately as an urgency statute to promote economic development and self-sufficiency of the Picayune Rancheria and its members.
