Prohibits use of state moneys to initiate or operate rail service on the Great Redwood Trail Agency's rail rights-of-way north of the City of Willits, except for trail design, construction, or railbanking requirements.

Prohibits spending state moneys, including general obligation bond proceeds, for any new bulk coal terminal projects within Humboldt County.

Defines "new bulk coal terminal" as a terminal storing, handling, or transporting coal in bulk with potential for significant environmental impacts as categorized under the California Environmental Quality Act.

Authorizes members of state commissions to be appointed to and serve on the Great Redwood Trail Agency's board of directors, and allows agency board members to simultaneously serve as local government officers or state commission members, notwithstanding incompatible offices doctrine.
