Limits catering authorizations to a maximum of 36 events per premises per calendar year, except when the department determines additional events may be authorized to satisfy substantial public demand

Authorizes licensed manufacturers to share a common licensed area with multiple licensed retailers, subject to conditions including prohibitions on retailers selling products made by the manufacturer and requirements for joint compliance with alcoholic beverage laws

Permits licensees to exercise expanded license privileges under COVID-19 Temporary Catering Authorizations for 365 days following the end of the Governor's March 4, 2020 emergency declaration, with possible extension if a permanent premises expansion application is pending

Allows the department to extend COVID-19 Temporary Catering Authorization validity beyond 365 days if licensees filed permanent premises expansion applications before the initial period expires; provisions expire July 1, 2024

Effective immediately as an urgency statute to address economic losses sustained by restaurants and bars during the COVID-19 pandemic
