SB 316 Summary

• Authorizes reimbursement for up to 2 visits on the same day at a single location when a patient suffers illness or injury after the first visit requiring additional treatment, or when a patient has a medical visit combined with a mental health or dental visit.

• Allows FQHCs and RHCs that currently bill medical and mental health visits occurring on the same day as a single visit to apply for a per-visit rate adjustment and then bill these services separately.

• Adds licensed acupuncturists to the definition of health professionals covered under FQHC and RHC visit reimbursement.

• Requires the Department of Health Care Services to submit a state plan amendment to federal Centers for Medicare and Medicaid Services by July 1, 2022 to reflect the changes and seek necessary federal approvals.

• Makes technical and conforming changes to California Welfare and Institutions Code Section 14132.100 regarding FQHC and RHC services and reimbursement procedures.
