Requires independent audits of development fees to include each consecutive year a local agency failed to comply with public disclosure requirements under the Mitigation Fee Act, rather than just covering the current audit period.

Eliminates the deposit requirement for audit requesters and mandates the local agency pay full audit costs if the agency failed to make required disclosures for three consecutive years.

Applies to local agencies that do not comply with Section 66006(b) disclosure requirements, which mandate public review of development fee account information including collected fees and expenditures.

Makes clarifying changes to existing audit procedures established under the Mitigation Fee Act for challenging potentially excessive development fees.
