State Department of Education and State Department of Social Services must review after school program funding and provide regulatory flexibility allowing school districts to use up to 20% of after school program funds for before school programs, if not prohibited by Proposition 49 or federal law.

Middle schools must begin no earlier than 8:00 a.m. and high schools no earlier than 8:30 a.m., with implementation required by July 1, 2022, or when a school district's collective bargaining agreement expires, whichever is later.

Exempts rural school districts and rural charter schools from start time requirements; defines "rural" based on county population (70,000 or fewer), federal E-rate designation, or eligibility for federal Small Rural School Achievement grants.

Allows school districts and charter schools to offer surf classes or clubs before the schoolday start that generate attendance credit for state funding purposes.

Prohibits cities, counties, county offices of education, or school districts from imposing rules that prevent compliance with school start time provisions and declares these provisions address statewide concerns applicable to all cities, including charter cities.
