Allows persons to request CEQA notices of determination or exemption be delivered by electronic mail, with agencies required to provide them within 5 days of project approval.

Tolls the statute of limitations for CEQA challenges until the public agency deposits notice in mail or sends it by electronic mail to the requestor, including any subsequent amendments to the notice.

Requires public agencies to provide both the original notice and any subsequent amendments together in response to written requests, regardless of delivery method.

Makes technical and non-substantive changes to CEQA provisions governing limitations periods for actions challenging environmental impact reports, negative declarations, and agency determinations.

Establishes that no state reimbursement is required because local agencies have authority to levy fees sufficient to pay for the mandated program.
