Requires the Los Angeles Community College District governing board to develop and implement a pilot program providing affordable housing to students or employees of the district

Prioritizes low-income students experiencing homelessness for affordable housing units, with homelessness status verified by homeless services providers or the district

Authorizes the district to lease property to nonprofit entities, private parties, or corporations for up to 66 years to construct and operate affordable housing, with flexibility on rental fees if the buildings serve as affordable housing

Permits the district to lease real property at less than fair rental value to entities developing affordable housing for students or employees of the district

Requires the district to submit a report to the Legislature by January 1, 2032 with findings and recommendations on the program's success; the pilot program repeals on January 1, 2033
