Provides immunity from fire suppression and emergency response costs for prescribed burns that meet specified conditions, including burns for wildland fire hazard reduction, ecological maintenance, cultural burning, silviculture, or agriculture.

Requires a certified burn boss to review and approve a written prescription with adequate risk mitigation measures, and mandates the burn be conducted in compliance with that prescription.

Requires burns to be authorized under Public Resources Code Chapters 6 or 7, have landowner's written permission or Native American Tribe approval, and comply with applicable air quality permits.

Exempts cultural burns conducted by cultural fire practitioners from the written prescription and burn boss approval requirements.

Denies immunity to any person whose conduct constitutes gross negligence and preserves the right of private and public entities to bring civil actions.
