Extends the Road Usage Charge Technical Advisory Committee's operation from January 1, 2023 to January 1, 2027 to develop and evaluate mileage-based revenue collection alternatives to the gas tax system.

Requires the Transportation Agency to implement a pilot program starting January 1, 2023 to test revenue collection processes for a road charge program, in consultation with the California Transportation Commission and appropriate state agencies.

Mandates the Technical Advisory Committee recommend a vehicle group for the pilot by July 1, 2023, with participation voluntary if non-state-owned vehicles are selected.

Requires pilot participants to pay a mileage-based fee while receiving credits or refunds for state fuel taxes and electric vehicle fees paid, with two study groups testing different fee-calculation methodologies.

Mandates the Transportation Agency submit an interim report by July 1, 2024 and a final report by December 31, 2026 analyzing costs, implementation issues, and comparing the two fee methodologies' effectiveness in ensuring sustainable transportation funding and alignment with climate and zero-emissions vehicle goals.
