Requires the Public Utilities Commission to develop backup electricity rules by regulation that mandate telecommunications providers submit resiliency plans to maintain backup power for at least 72 hours, with exceptions allowed for feasibility in appropriate circumstances.

Adds reporting requirements to the Public Utilities Commission's annual report to include actions taken using outage data, deenergization event trends affecting telecommunications service, and analysis of mitigation strategies.
