Requires the Department of Resources Recycling and Recovery to update regulations by January 1, 2024, establishing statewide recyclability criteria based on whether products are collected by recycling programs serving at least 60% of the state's population and processed by major facilities.

Prohibits displaying chasing arrows symbols or recyclability claims on products or packaging unless they meet statewide recyclability criteria and are designed without components that prevent recycling, including restrictions on certain inks, adhesives, labels, and PFAS chemicals.

Expands recordkeeping requirements for environmental marketing claims to include documentation of whether products claiming recyclability meet statewide criteria, and applies these rules to use of chasing arrows symbols and directions to recycle.

Restricts resin identification codes on rigid plastic bottles from being placed inside chasing arrows symbols unless the bottle meets statewide recyclability criteria.

Provides exemptions for products required by federal or state law to display recycling symbols, beverage containers, and items subject to specific recycling programs like electronic waste and batteries.
