Requires the Department of Housing and Community Development to develop and administer a grant program for qualified homeless shelters to provide shelter, food, and basic veterinary services for pets owned by homeless individuals.

Defines a "qualified homeless shelter" as one that has pet conduct rules, provides crates or kenneling near bunks or separately, provides food for both people and pets, and offers veterinary services including spay and neutering.

Allows the department to use up to 5% of appropriated funds for program administration costs.

Department may implement the program through forms, guidelines, and notices of funding availability without following standard rulemaking procedures under the Administrative Procedure Act.

Program is operative only subject to an appropriation in the annual Budget Act.
