Prohibits images or video recordings from in-vehicle cameras from being used for advertising, sold to third parties, or shared with third parties without affirmative prior consent that meets specific requirements.

Requires manufacturers and entities operating in-vehicle cameras to provide effective, cost-free mechanisms for consumers to revoke consent and delete recordings from locations outside the vehicle within 30 days.

Prohibits discrimination against users who exercise their privacy rights under the chapter, including denying services, charging different prices, or using non-compliance as basis for suspicion of wrongdoing.

Allows recording retrieval without user permission only in limited circumstances: court authorization, federal safety investigations, or emergency medical response to vehicle crashes.

Establishes civil penalties up to $2,500 per vehicle for violations, with enforcement by the Attorney General or district attorney; exempts commercial vehicles and does not create a private right of action.
