Extends the deadline for California gubernatorial candidates to submit federal income tax returns from 98 days to 88 days before the primary election, with a corrected submission deadline of the 78th day before the election; candidates failing to submit corrected returns by 5:00 p.m. on that date are ineligible for the ballot.

Expands prohibited electioneering activities within 100 feet of polling places, election offices, satellite voting locations, and outdoor ballot drop sites to include obstructing ingress, egress, and parking.

Prohibits soliciting votes, speaking to voters about marking ballots, or disseminating electioneering information within the immediate vicinity of voters in line to cast or drop off ballots.

Creates new criminal penalties for displaying unofficial ballot collection containers intended to deceive voters and for directing or soliciting voters to place ballots in such containers, both subject to fines up to $1,000 or imprisonment of 16 months to 3 years.

Requires the Secretary of State to promulgate regulations and provide public notice regarding prohibitions on electioneering and voting process corruption activities.
