Requires the City of Anaheim to hold an open and public session to review violations of surplus land disposal laws if notified by the Department of Housing and Community Development that a planned sale violates statutory requirements.

Mandates the city council provide notice of the violation on the city's website, at city offices, and to the Department of Housing and Community Development no later than 14 days before the public session.

Prohibits the city council from taking final action to approve the proposed disposal until the required public session is held.

Exempts the city from disclosing privileged or protected information during the public meeting to discuss the violation.

All requirements sunset on January 1, 2030.
