Requires school districts and county offices of education to process free and reduced-price meal applications within 10 days of submission and comply with federal privacy protections, with civil penalties of $1,000 to $10,000 for third-party vendor violations.

Requires the State Department of Public Instruction to host a sample online data collection form by July 1, 2024, for schools to collect information for local control funding formula and Community Eligibility Provision eligibility determinations.

Establishes the Better Out of School Time (BOOST) Nutrition EBT Program to provide electronic benefit transfer benefits to eligible pupils during regularly scheduled summer breaks, with eligibility based on receipt of Medi-Cal, CalFresh, CalWORKs benefits, or foster care status.

Requires the State Department of Social Services to issue BOOST benefits to any child who was eligible for the federal Pandemic Electronic Benefit Transfer (P-EBT) program as of July 1, 2021, for a five-month period following the P-EBT program's end if they also receive Medi-Cal, CalFresh, CalWORKs benefits, or are in foster care.

Makes implementation of the BOOST program contingent upon an appropriation in the annual Budget Act or another statute and designates portions as state-mandated local programs subject to reimbursement.
