Establishes escalating fines for operating as an unlicensed automobile dismantler: $250 minimum for first violation, $500 for second violation, and $1,000 for third and subsequent violations.

Repeals the prior provision that exempted the Department of Motor Vehicles from investigating automobile dismantling violations unless notified by law enforcement.

Requires the Department of Motor Vehicles to collaborate with multiple state agencies to review and coordinate enforcement activities related to unlicensed automobile dismantling, including tax evasion, environmental, and public health impacts.

Mandates a report to the Legislature by January 1, 2024, detailing investigations, enforcement actions, compliance progress, and recommendations for continuing coordinated enforcement efforts; the collaboration provisions expire January 1, 2025.
