Expands entities eligible to receive grants, reimbursements, or contracts from the Big Game Management Account to include public and private entities, nonprofit organizations, and federally recognized Indian tribes.

Requires the Department of Fish and Wildlife to consider the state's biodiversity goals when distributing funds from the Big Game Management Account.

Maintains existing purposes for account funds, including acquiring land, implementing programs to benefit big game species, expanding public hunting opportunities, and paying administrative and enforcement costs.

Preserves existing requirements that an advisory committee of nonprofit organizations review proposed projects and that project budget information be posted publicly online.

Exempts big game projects funded through this account from California Public Contract Code requirements and Military and Veterans Code procurement provisions.
