Creates position of Deputy Secretary for Health Information Technology within California Health and Human Services Agency to serve as single point of contact for health information technology programs and coordinate with federal agencies.

Establishes California Health Information Technology Advisory Committee with representatives from state departments, health plans, providers, consumers, and community organizations to advise on health information exchange issues and develop federal funding utilization plans by July 1, 2022.

Requires health information organizations to connect to California Trusted Exchange Network and qualified national networks; requires healthcare providers, plans, and insurers engaging in health information exchange to comply with federal Interoperability Standards Advisory.

Authorizes use of California Health Information Technology and Exchange Fund to provide grants to safety net providers and community-based organizations for implementing health information technology and contracting for data exchange technical assistance.

Requires State Department of Health Care Services to apply for federal funding through CARES Act, American Rescue Plan Act, or Medicaid Information Technology Architecture program to create unified state health information exchange gateway improving bidirectional data exchange between state sources and healthcare providers.
