Establishes the Medium- and Heavy-Duty Zero-Emission Vehicle Fleet Purchasing Assistance Program within the Air Quality Improvement Program to provide financing tools and nonfinancial supports for fleet operators transitioning to zero-emission vehicles.

Designates the California Pollution Control Financing Authority as the administering agency and requires it to enter an interagency working agreement with the State Air Resources Board for program development and administration.

Requires at least 75 percent of financing products be directed toward operators whose fleets impact or operate in underserved communities, with port and drayage truck fleets designated as high-priority fleets.

Mandates financing tools and nonfinancial supports be available to fleet operators by January 1, 2023, including capital instruments, risk reduction instruments, and cost smoothing instruments tailored to small, micro, and large fleet sizes.

Requires the administering agency to develop a data collection strategy, track project implementation, and report outcomes annually to the state board while keeping business trade secrets and proprietary information confidential.
